Training of Trainers for Peaceful Strike and Demonstration

Labour ministry this morning kick-started series of training of around 120 trainers about the rights to organise peaceful strike and demonstration in order to promote the legality of the practice.

Happening at the Police Academy of Cambodia at Kandal province, the opening of the 8-day training sessions were chaired by H.E. Som Chanman, Secretary of State at the Ministry of Labour and Vocational Training.

The trainer capacitation aims to ensure basic freedom of the workers as well as the public as stated in the article 37 of Cambodia's constitution that the rights to strike and to organize peaceful demonstrations shall be exercised within the framework of law.

It is also the commitment of the Royal Government of Cambodia following the Kingdom's ratification of international conventions related to freedom of expression.

The government supports legal practice of workers to express their say, including those about working environment and benefits.

In his address, H.E. Som Chamnan highlighted that good working condition and harmony in career relationship are foundation for sustainable labour development.

He continued that ministry of labour has been working hard to promote the workers' feedback and free expression on matter related to them using legal mechanisms.

According to the ministry's figure, as of August 2019, there were 5,117 labour organisations registered at the labour ministry, and of them 4,873 are local unions, 202 union federations, and 31 confederation unions.

The capacity building was made possible through cooperation with Ministry of Interior, General Commisariat of National Police, Police Academy of Cambodia, International Labour Organisation (ILO), and the Office of the United Nations High Commissioner for Human Rights (OHCHR).
