Cambodia Revokes Casino Licence Following Online Scam Crackdown

Svay rieng: The Commercial Gambling Management Commission of Cambodia (CGMC) has revoked the licence of SHANG HAI RESORT Co., Ltd. after authorities uncovered online scam activities during a joint inspection operation in Svay Rieng province.

According to Agence Kampuchea Presse, a press release issued by the CGMC General Secretariat on Friday detailed that the operation was carried out on the morning of April 1 in cooperation with the General Commissariat of National Police, the Svay Rieng Unified Command, and the Prosecutor's Office of the Svay Rieng Provincial Court.

The inspection targeted the SHANG HAI RESORT casino located in Samraong commune, Chantrea district. Investigations at the site revealed activities linked to online scams, prompting authorities to confiscate related equipment and materials.

A total of 107 foreign nationals, including 26 women and representing four different nationalities, were detained during the operation and handed over to relevant authorities for further legal action.

The CGMC stated that SHANG HAI RESORT Co., Ltd. had violated provisions under the Law on the Management of Commercial Gambling. As a result, the commission officially revoked Casino Licence No. 040 CGMC, originally issued on July 28, 2022, in accordance with a decision dated April 3, 2026.

The crackdown is part of the Royal Government's broader campaign against online scams under Command No. 01, dated July 14, 2025.

The CGMC reaffirmed its commitment to continue strict enforcement of the directive, in collaboration with the Ad Hoc Commission for Combating Online Scams and relevant authorities, including further inspections of other casinos suspected of involvement in such illegal activities, with the aim of eliminating online scams in Cambodia.
