CHRC Summits Urgent Petition to International Human Rights Institutions over Thai Attacks on Cambodian Civilians


Ankara: The Cambodian Human Rights Committee (CHRC) has submitted an urgent petition to the United Nations High Commissioner for Human Rights (OHCHR) in Geneva, the OHCHR Regional Office for Southeast Asia in Bangkok, independent human rights institutions in ASEAN, and the ASEAN Intergovernmental Commission on Human Rights (AICHR) regarding Thai attacks on Cambodian civilians on Nov. 12.



According to Agence Kampuchea Presse, the attacks against Cambodian civilians constitute serious violations of international law, including the United Nations Charter, the Universal Declaration of Human Rights (UDHR), the International Covenant on Civil and Political Rights (ICCPR), the International Covenant on Economic, Social and Cultural Rights (ICESCR), the Convention against Torture, and the Kuala Lumpur Joint Declaration between Cambodia and Thailand signed on Oct. 26, 2025, under the witness of U.S. President H.E. Donald J. Trump and Malaysian Prime Minister H.E. Anwar Ibrahim.



In its urgent petition, CHRC called for an immediate halt to all hostile military activities and measures to ensure the safety of Cambodian civilians, as well as an independent and impartial investigation to bring the perpetrators to justice.



The Committee also urged for immediate medical treatment and compensation for the victims and their families, along with effective preventive measures and full implementation of the Kuala Lumpur Joint Declaration.



Furthermore, CHRC proposed that the issue be raised before the UN Human Rights Council or other relevant special procedures and called for the establishment of a UN fact-finding mission to assess the situation and prevent recurrence. It also demanded Thailand to release and repatriate all 18 Cambodian troops immediately and unconditionally.



CHRC reaffirmed Cambodia’s firm adherence to the principles of international human rights law and called on the international community to hold Thailand accountable and take prompt action to ensure justice for the victims and protection of all civilians along the Cambodian-Thai border.



According to the Ministry of National Defence, at around 3:50 p.m. this afternoon, Thai troops opened fire on Cambodian civilians residing in Prey Chan village, O’Beichoan commune, O’Chrov district, Banteay Meanchey province. The assault reportedly resumed at 5:54 p.m. Initial reports indicated that three civilians were injured and one was killed.
