Phnom penh: The Ministry of Industry, Science, Technology and Innovation (MISTI) on Monday hosted a workshop to promote the implementation of guidelines on factory layout, pollution management, and risk management, with the aim of strengthening industrial safety.
According to Agence Kampuchea Presse, Minister Hem Vanndy emphasized that the guidelines are designed to guide Cambodia's industrial development by ensuring factories adopt proper technical layouts. This includes strengthening safety measures and managing risks such as fire prevention, pollution reduction, and industrial waste management, in compliance with national regulations and international practices.
Cambodia's industrial sector continues to expand rapidly, with 3,083 large-scale factories in operation as of December 2025. This marks a 27 percent increase compared to 2024, with total investment capital reaching US$ 25.168 billion, up by US$ 4.711 billion. Domestic investment accounted for US$ 3.906 billion, representing 15 percent of the total investment.
In light of this growth, industrial safety and governance are increasingly crucial for Cambodia's industrial future. Minister Vanndy highlighted that a well-designed factory layout not only enhances operational efficiency but also significantly protects the lives of workers and employees.
The Prakas on the implementation of factory layout guidelines consolidates and updates earlier rules to address existing gaps, ensuring comprehensive and consistent factory safety standards. The guidelines introduce unified technical layouts covering production processes, machinery, fire prevention systems, emergency evacuation routes, and other critical safety requirements. They will serve as a reference for factory establishment, relocation, production expansion, and licensing.
MISTI has also issued a new Prakas on pollution management systems to strengthen industrial waste management in factories. The Minister urged all factories to strictly adhere to the guidelines on technical layouts and risk management measures to enhance efficiency and productivity, reduce risks, and avoid potential penalties from authorities.
