Phnom penh: As the world continues to face persistent geopolitical challenges, Senate President of Cambodia, Samdech Akka Moha Sena Padei Techo Hun Sen, has proposed the establishment of a Parliamentary Ceasefire Observation Team. Speaking as the Chairman of the 2nd Inter-Parliamentary Speakers' Conference (ISC-2), Hun Sen encouraged conference participants to consider this initiative to enhance international monitoring efforts and prevent small-scale conflicts from escalating into chronic warfare.
According to Agence Kampuchea Presse, during his opening speech at ISC-2 on August 27, Samdech Techo Hun Sen emphasized the importance of recommitting to international law, promoting peaceful coexistence, and fostering mutual respect and shared prosperity. He urged participants to strengthen parliamentary diplomacy as a vital force for dialogue, trust, and peace.
Hun Sen also stressed the need for a regional network to play a leading role in restoring fundamental international principles, vital to avoiding chaos and territorial aggression. He highlighted the necessity for countries to defend state sovereignty, territorial integrity, and the peaceful settlement of disputes, as enshrined in the UN Charter, the ASEAN Charter, and the Universal Peace Charter adopted in Phnom Penh.
Furthermore, Hun Sen pointed out the risks of modern warfare, such as the use of extraterritorial law enforcement for transnational crimes like online fraud, which can serve as a pretext for illegal territorial occupation.
