Cambodia’s Public Works Ministry Launches Three New Digital Public Services

Phnom penh: The Ministry of Public Works and Transport (MPWT) has officially launched three new digital systems aimed at modernising public services, improving operational efficiency, and making services more accessible to citizens and the private sector. The systems, launched at an official ceremony in Phnom Penh on September 3 under the presidency of H.E. Peng Ponea, Minister of Public Works and Transport, include online renewal of vehicle technical inspection certificates through partner banks, digital invoice requests, and automated road licence applications.

According to Agence Kampuchea Presse, H.E. Peng Ponea stated that the launch represents another achievement in the ministry's efforts to harness digital technology to modernise public administration, improve service delivery, and bring public services closer to citizens and businesses. H.E. Minister praised ministry officials, technical experts, and relevant working teams for their close cooperation and efforts in developing and implementing the new systems.

The digital initiatives align with the Royal Government's Pentagonal Strategy-Phase 1, which focuses on 'People, Roads, Water, Electricity and Technology', emphasizing digital technology's role in responding to the Fourth Industrial Revolution and Cambodia's digital transformation. These initiatives also support the Cambodia Digital Government Policy 2022-2035, particularly its focus on transforming government and public services through digital technology to strengthen public trust, promote good governance, and improve service delivery.

Under the first system, citizens can renew their vehicle technical inspection certificates through mobile applications or services of three partner banks: Advanced Bank of Asia (ABA), ACLEDA Bank Plc., and Canadia Bank. This service builds on the ministry's online vehicle technical inspection system, introduced in March 2022, and is expected to reduce travel and waiting times, simplify applications and fee payments, ease congestion at service centres, and enhance transparency. The system also encourages vehicle owners to maintain regular technical inspections, contributing to road safety and the preservation of road infrastructure.

The second system, the digital invoice request system, enables ministry officials to generate invoices automatically while allowing citizens to pay service fees through banking and electronic payment services provided by the ministry's 18 partner banks.

The third system, the automated road licence application system, provides a digital platform for registering and issuing business licences to state institutions and private companies involved in road construction, maintenance, and related technical services. According to the ministry, the system is designed to make the licensing process more convenient, efficient, and transparent.

The MPWT will continue developing and integrating its digital systems, with a focus on data security, system stability, user-friendliness, and strengthening the digital capacity of its officials. The ministry said these efforts are intended to ensure that digital technologies deliver practical and sustainable benefits to citizens and the private sector while supporting the broader modernisation of public administration.
