EU-Cambodia Dialogue Announces US$22 Million for Sector Reforms in Education, Fisheries and Public Finance Management

Phnom penh: The European Union (EU) to Cambodia has announced over US$22 million to the Royal Government of Cambodia for sector reforms in the education, fisheries, and public finance management.

According to Agence Kampuchea Presse, H.E. Igor Driesmans, EU Ambassador to Cambodia, confirmed the transfer in 2025 of 19.5 EUR (approximately over US$22 million) to the Royal Government of Cambodia in a bilateral dialogue with H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance. Ambassador Driesmans emphasized the importance of promoting transparency and sound public finance, highlighting the role of effective tax systems in building a predictable business environment conducive to investment and long-term economic growth.

H.E. Dr. Aun Pornmoniroth expressed the Royal Government of Cambodia's strong commitment to implementing the Public Financial Management Reform Programme (PFMRP). The program aims to achieve budget credibility, financial accountability, budget-policy linkages, and performance accountability, which are essential for the efficiency, transparency, accountability, and sustainability of public financial management. These reforms are intended to support macroeconomic stability, economic growth, and social equity.

During the meeting, both parties reaffirmed their strong partnership and reviewed progress in key areas of cooperation. The discussion centered on recent macro-economic and fiscal developments in Cambodia and the EU, including growth prospects and emerging risks. Both sides acknowledged the progress under Stage IV of the PFMRP and stressed the importance of reforms in maintaining macro-economic and social stability.

The EU, through its Global Gateway Investment Strategy, is enhancing cooperation with Cambodia in priority sectors such as energy, water, and education/skills. The meeting concluded with both sides reiterating their commitment to accelerating reforms and deepening cooperation. They also discussed launching a new EU-Cambodia cooperation project with France and Finland focusing on tax reforms and public financial management.
